What can West Virginia tell us about midterms?
The Republican primary between Representatives David B. McKinley and Alex X. Mooney could shed light on a broader question: Can Democrats running on their accomplishments this fall overcome Republicans running almost purely on attacks? Mr. Mooney has criticized Mr. McKinley as insufficiently in line with the Trump-era G.O.P., in part because he voted for the bipartisan infrastructure bill.
